Cap and Trade

The American Clean Energy and Security (ACES) Act of 2009 (also known as the Waxman-Markey bill) seeks to lower the emission of greenhouse gases (GHGs) by American companies using a "Cap and Trade" system. It does this by putting a limit on the overall level of emissions but allowing companies that emit more GHGs to purchase credits from companies that emit less.
